What are the most effective recent government initiatives in education?

This article was written in response to a question from a deputy headteacher at a medium-size urban primary school in the east of England.

A number of initiatives have been introduced very recently, such as the new National Curriculum, the new special educational needs (SEN) code of practice and performance-related pay for teachers. The article currently looks at the pupil premium grant, the academies programme and universal free school meals. It links to the available reports that evaluate their impact on pupil attainment.
